Pormal nang ibinigay ng National Academy of Science and Technology Philippines (NAST-PHL) sa Department of Science and Technology (DOST) at National Economic Development Authority (NEDA) ang dokumentong magbibigay ng datos at gabay sa bansa sa paglago nito sa loob na susunod na tatlumpong taon—ang PAGTANAW 2050.
Ang PAGTANAW 2050 ay kauna-unahang interdisciplinary at trans-disciplinal na proyekto na pinondohan ng halos PHP7.4 Milllion ng DOST na nakatutok sa Science, Technology and Innovation Foresight and Strategic Plan
Binubuo ito ng tatlong daan at animnapong (360) pahina na may pitong bahagi at halos dalawandaang libong salita.
Ang strategic plan na ito ay nakatuon sa bisyon para sa united, inclusive, prosperous at sustainable na maritime-archipelagic nation—ang Pilipinas.
“Today, we reach another milestone for our country, and the Filipino Science and Technology Community as we unveil the Philippines’ Foresight Document of Science, Technology and Innovation to guide Philippine development for the next 30 years,” mensahe ni NAST-PHL President Academician Rhodora Azanza na isa sa nanguna para mabuo ang nasabing dokumento.
Ayon naman kay National Scientist at dating NAST-PHL President Emil Javier, ito ang kauna-unahang pagkakataon na nagsama-sama ang buong Science Community para mabuo ang PAGTANAW.
“This is the first time that I recall that the entire Science Community had come together in an inclusive, participatory and systematic manner involving not only the DOST and its agencies and representative from the leading universities in Manila, but also involved the rest of the cabinet departments, the private sector and civil society and important resource persons from all the country, from the different region,” paliwanag ni Javier sa turn-over ceremony.
“We now have a national document which articulates the vision for a united, inclusive, prosperous, archipelagic-maritime nation,” dagdag nito.
Ayon naman kay Academician William Padolina, Chair ng STI Foresight Project Steering Committee, ang nasabing dokumento ay nagpapakita ng talento at kagamitan sa Science and Technology para sa pagbabago tungo sa maunlad na archipelagic-maritime nation sa 2050.
“Whatever has been written in this document, is subject to review… regular review because of changes that we expect to take place as we move along towards the year 2050,” paliwanag ni Padolina.
Sinabi rin ni Padolina na inaprubahan ng DOST ang pagbuo nito noong ika-19 ng Marso 2019 at natapos ito nitong ika-29 ng Oktubre 2021 sa pangunguna ni Dr. Azanza.
Sila rin aniya ay naglaan ng halos dalawandaang oras para sa pagpupulong at kaisa nila ang halos tatlong daan katao na kinatawan ng 52 na institusyon ng gobyerno at ng mas mataas na pag-aaral at 12 non-government organizations.
Masaya naman na tinanggap ni DOST Secretary Fortunato Dela Pena ang nasabing dokumento kay Dr. Azanza.
“It is an honor on my part to be the one who received this PAGTANAW which has been described by Dr. Padolina and National Scientist Javier as the first-ever STI Foresight Document,” ani Secretary Dela Pena. “This will serve as a guiding principle that will enable the Science Community to assist in shaping the Philippines as a progressive archipelagic nation,” dagdag pa ni Dela Pena.
Ang nasabing turn-over ceremony ay kabilang sa pagdiriwang ng National Science and Technology Week mula ika-22 hanggang ika-28 ng Nobyembre. DZUP
