Malacañang has suspended work in government offices and classes at all levels in Metro Manila, Central Luzon, and Calabarzon for Thursday, July 25, following the heavy rainfall that affected these areas on Wednesday, July 24.
The suspension, caused by the Southwest Monsoon intensified by Typhoon Carina, aims to “aid in the rescue, recovery, relief, and rehabilitation efforts.”
The Palace assured that agencies providing essential and vital services will continue to operate. “The suspension of work for private companies and offices is left to the discretion of their respective heads,” it added.
On Thursday afternoon, the Metro Manila Council approved a resolution declaring a state of calamity in the National Capital Region due to the effects of heavy rainfall and flooding.
Even before the Palace announcement on Wednesday evening, classes at the University of the Philippines (UP) Diliman for Thursday were already declared suspended on Wednesday afternoon. The suspension aims to “allow the University administration to assess the status of the campus and its facilities.”
In light of the rainfall and flooding, the UP Diliman Office of the Vice Chancellor for Community Affairs (OVCCA) and UP Padayon Public Service Office announced they are now accepting donations for affected UP Diliman stakeholders.
The OVCCA has requested interested donors to bring food donations to the University Hotel within the UP Diliman campus. It has also advised University members seeking assistance to reach out via Facebook Messenger.
Additionally, the office reminded University residents to stay vigilant and alert during the ongoing rainy weather.
“Ayaw nating may mananamantala sa panahong itó. I-secure at i-double check ang inyong mga tahanan; siguraduhing kilala ninyo ang mga táong nása paligid,” the OVCCA said.

Meanwhile, the UP Diliman Office of the Vice Chancellor for Student Affairs (OVCSA) is conducting a survey to identify students who may need immediate help. Affected students are encouraged to fill out the online sensing form.
The University administration has also cancelled the rehearsal for the 113th General Commencement Exercises, which was scheduled for Thursday, July 25, at the University Amphitheater.
