Panuntunan para sa limited face-to-face classes sa lahat ng programa sa HEIs, inilabas ng CHED

Inilabas na ng Commision on Higher Education (CHED) ang panuntunan sa pagpapatupad ng limited face-to-face classes sa lahat ng programa ng Higher Education Institution (HEIs) sa bansa.

Sa isinagawang public orientation ng ahensya nitong Miyerkules para sa CHED at Department of Health (DOH) Joint Memorandum Circular (JMC) 2021-004, iginiit ni Dr. Maria Teresita Semana ng CHED Regional Office III at miyembro ng Technical Working Group (TWG) ng Limited face-to-face classes na dapat ay bakunado na kontra COVID-19 ang lahat ng dadalo sa nasabing programa.

“Kung pamilyar po kayo doon sa mga naunang bersyon ng yung (CHED DOH JMC)-001, 002, 003 masasabi ko po bilang Technical Working Group medyo po may pagbabago po kaya dapat pong maintindihan natin at maunawaan natin dahil nung mga unang bersyon eh nakatutok lamang dun sa mga programa na ating may approval, but this one po ay pinaghahandaan natin ay yung talagang limited face-to-face classes na open po sa lahat ng programa,” paliwanag ni Dr. Semana.

Kadalasang katanungan

Ayon sa JMC No. 2021-004 Section IV-A, hindi mandatory o sapilitan ang pagdalo sa nasabing programa. 

“As stated in Section IV-A of CHED DOH JMC No. 2021-004, limited face-to-face classes are not mandatory, HEIs are given the discretion to conduct limited face-to-face classes or to continue the implementation of flexible learning modalities.”

Sinabi rin sa Section IV-A na kung ang mga HEIs ay pinili ang pagsasagawa ng flexible learning modalities, sakop ito ng mga probisyon sa ilalim ng CHED Memorandum Order (CMO) No. 04 o ang guidelines para sa implementasyon ng flexible learning.

Hindi naman na kailangan ng mga HEIs na kumuha ng permit para makapagsagawa ng nasabing programa, dapat lang na sumunod ang mga ito sa mga probisyon ng JMC No. 2021-004 at magsagawa ng self-assessment sa kung ang mga ito ba ay makakasunod dito.

“If based on the self-assessment, the HEIs is compliant, the HEIs may conduct limited face-to-face classes. HEIs should however notify the CHED through the CHEDROs (Regional Offices) by submitting an accomplished self-assessment checklists and notarized affidavit of undertaking.” 

Pagdating naman sa pagsasagawa ng online classes, sinabi ng CHED na hindi na kinakailangan na kumuha pa ng karagdagang permit para rito.

Hindi rin required ang paglalagay ng mga plastic barriers sa loob ng mga silid-aralan pero dapat na bumuo at mahigpit na ipatupad ng mga HEIs ang mga polisiya at hakbangin para sa minimum public health standards na pinapatupad naman ng Inter-Agency Task Force (IATF) at DOH, nirekomenda rin ang paglalagay ng mga karatula at floor makers kung kailangan.

Hindi sapilitan naman ang paggamit at pagsusuot ng face shield sa mga lugar na nasa ilalim ng Alert Levels System 1-3.

Sa ilalim naman ng Section IV-H ng nasabing guidelines, required para sa mga mag-aaral na dadalo sa nasabing programa ang pagkakaroon ng PhilHealth coverage.

“HEIs shall ensure that students who will participate in limited face-to-face classes under this JMC and subsequent guidelines to be issued by CHED are registered with PhilHealth or with equivalent medical insurance that covers medical expenses related to COVID-19.”

Hindi naman papayagan ng CHED ang mga mag-aaral na hindi pa  bakunado kontra COVID-19 na dumadalo sa nasabing programa.

“Per Section 2 of CHED DOH JMC No. 2021-004, only fully vaccinated students may participate in the limited face-to-face classes. Please take note that there is no disruption in education since unvaccinated students are governed by flexible learning.”

Kasama rin sa nasabing programa ang mga mag-aaral ng graduate programs. “All programs (certificate, diploma, undergraduate, graduate) across all disciplines and year levels are allowed to participate in the conduct of limited face-to-face classes in areas under Alert Levels 1,2 and 3 of the Alert Level System for COVID-19 Response.”

Sakop ng programa

“We have to ensure the safe reopening of campuses of HEIs for limited face-to-face classes for all programs,” papaliwanag ni Dr. Semana sa public orientation.

Ayon kay Dr. Semana, kung hindi naman tututol ang mga LGU, maari nang magsagawa ng face-to-face classes ang mga HEIs.

“All SUCs (State University and Colleges),  LUCs (local university and colleges), and Private HEIs, including all their campuses/branches may conduct limited face-to-face classes provided that there is no objection from the local government units. Lubhang napaka importante po ang pakikipag-communicate ninyo sa mga LGU.” 

Bukod sa mga mag-aaral, dapat ay bakunado rin kontra COVID-19 ang mga teaching and non-teaching personnel.

“Only fully vaccinated teaching and non-teaching personnel of HEIs located in areas under alert levels 1-3 shall be allowed to join the conduct of limited face-to-face classes.”

Work from home arrangement naman ang dapat na gawin ng mga kawani ng HEIs na may comorbidities at mga buntis.

General guidelines

Automatic suspended naman ang pagpapatupad ng nasabing programa kapag napasailalim ang mga HEIs sa Alert Levels 4 at 5.

“When the localities of HEIs get re-classified to Alert Levels 4 and 5, limited face-to-face classes shall be automatically suspended. HEIs shall revert to implementing flexible learning. HEIs shall resume offering limited face-to-face classes once the locality is re-classified back to Alert Level 2 or 3.”

Nilinaw naman ng CHED na pagdating sa PhilHealth coverage ng mga mag-aaral, maaring direct o indirect contributors ang mga ito. Ibig sabihin nito maaring magulang ng mag-aaral ang maghulog ng nasabing medical insurance.

“Let me just echo what they are mention in town hall sessions, if the students is less than 20, I think its 20, if the student is 20 years old and below, ang registration po nila ay ano pa sila eh dependents pa sila ng kanilang mga parents, of course it is the parent to register and who will pay the contribution, so they don’t have to pay separate,” paglinaw ni Atty. Cinderella-Filipina Benitez-Jaro, chair ng TWG.

“We will require students and teaching and non-teaching personnel to bring their own personal hygiene kits which may contain hand sanitizer, toilet paper, hand towel, extra face mask and hand soap,” paliwanag naman ni Atty. Joselito Alisuag ng CHED-Mimaropa at isa rin sa miyembro ng TWG ng limited face-to-face classes.

Responsibilidad naman ng DOH na magbigay ng technical assistance katulad ng updates kaugnay sa public health standard na sinusunod sa education settings, institutionalization ng health settings sa mga paaralan at pagsama sa mga pagsusuri sa mga retrofitted facilities ng mga HEIs kung kailangan.

Samantala, anumang paglabag sa mga panuntunan ng limited face-to-face classes ay dapat na maging basehan para suspendihin ang pagsasagawa ng nasabing programa.

“Any violations of these guidelines shall be grounds for suspension of the conduct of the limited face-to-face classes without prejudice to such other sanctions as may be imposed.” DZUP
